Creation of an information database on hunting resources

To date, fishing and basic reproduction activities have been carried out without proper knowledge of the state of specific hunting animal populations. There is a significant gap between scientific papers on general species biology, population biology, and commercial ecology. Of great scientific and practical interest are the studies on biology, population ecology, and zoogeography conducted by the Institute of Biological Problems of the North (IBPS). Unfortunately, many of these works, despite their usefulness, were not brought to practical realization due to the separation of science and production, as well as the lack of a connecting link between them in the form of applied branch science. This gap was eliminated to a certain extent due to the creation of the Magadan Integrated Department of the Central Research Laboratory of the RSFSR Glavokhota at the end of 1987.

The creation of an information database on hunting resources is on the agenda. All these complex issues can be solved only on the basis of close cooperation between academic, industry science and production.

Enterprises and procurement organizations annually conclude contracts with hunters for the extraction of furs. At the same time, there is often depersonalization in the use of hunting grounds, their formal assignment to hunters, and boundary changes. In a number of places, satisfactory working and living conditions for fishermen have not been created, and there is no reliable permanent communication with the management.

Traps are most widely used for the extraction of fur-bearing animals. Trap fishing is developed in almost all farms of the region. During the low-snow period, hunting with a dog is conducted in some areas. Stationary samolovs are used only by some advanced hunters. In general, there have been no significant changes in the technology of fur farming in recent decades. As before, the main role here is played by the professional skills and individual abilities of the hunter. Brigade and link forms of labor organization are extremely poorly developed in the hunting industry. Even the fishing of wild reindeer and moose is mostly conducted alone.

The analysis shows that the cost of commercial furs often exceeds its purchase price, which means that it is unprofitable for many farms in the region. Transportation costs and unproductive losses are high. With the replacement of the MI-2 and MI-4 helicopter fleets with the MI-8, the cost of a flight hour has doubled or tripled. The benefits of aviators today place a ruinous burden on self-financing enterprises that use aviation. Due to the low qualification of personnel, especially amateur hunters, as well as the lack of the necessary number of finishing points, the hunting industry suffers significant losses from loss of quality of furs (15-18% of its total value). The costs of fur production in the state farms of Chukotka are particularly high, reaching 1.5— 4.5 rubles per 1 ruble of harvested fur.

The district's state farms have the lowest yield of hunting products per unit of land, and significant resources of wild ungulates and brown bears are underexploited here. Compared with the 50s and 60s, arctic fox harvests in Chukotka have decreased by almost half, and foxes and squirrels by five to eight times. State farms, with a few exceptions, do not have long-term plans for biotechnological measures and landscaping of the lands assigned to them. This critical situation of commercial hunting is caused by a number of reasons. But the main ones are the lack of qualified hunting specialists in farms, the weak attention of the heads of state farms and agricultural associations to hunting production, and the lack of material interest in its development.

In the near future, it is necessary to resolve the issue of transferring the rights of purchasers of fur-fur raw materials to the district's state farms with their independent delivery to fur-fur bases. It is advisable for the leadership of the district agro-industrial association to establish close contact with hunting science, ensure monitoring of the condition of hunted animal populations and their numbers, increase attention to the training of hunters and trappers and staffing the industry with qualified personnel.
